Any web browser! Make sure the proxy server function is disabled. To find this on Internet Explorer go to Tools->Internet Options->Connections Tab->LAN Settings
For other browsers you can usually find this under properties.
As long as you have the above you are ready to connect. Windows XP comes with a wireless sniffer and all wireless networking cards come with some sort of sniffer. If you do not have a sniffer you can
go to http://www.boingo.com and download their free sniffer. If you already have one stick with it.
Once you launch your browser you will be taken to a "captive portal" page. You can access the Internet for free by agreeing to the terms and conditions. You will also be given the opportunity to sign in if you are a member.
If you are an Apple user you can get more information on connecting from your documentation or go to NYCwireless for detailed instructions.
